Whether a new AI system mainly strengthens attackers or defenders probably depends on properties you can measure in advance, such as how broadly it can be used and how easily anyone can get access to it. This researcher is to develop that measure. If it works, policymakers, developers and security professionals can apply it themselves to every new release, rather than discovering afterwards which way it tipped.
