At an organisation fighting malaria in sub-Saharan Africa, your budgets and scenario models supply the figures on which leadership decides which programme grows and which country is added. You also negotiate with donors over the recovery of indirect costs: every euro of overhead a grant covers does not have to come out of unrestricted programme funds.
