Why this is on the board
In a future pandemic, the crisis organisation of RIVM, the Dutch national public health institute, has to scale up within days, and whether its infectious disease experts then get to do their own work depends partly on a secretariat that brings extra people up to speed quickly and keeps track of everything. In this role you write that scale-up plan in quiet times and carry it out when it is needed. That work only proves itself at the moment it matters most.
